Panthers may wander Avian Isle, and the surrounding land freely but are not permitted with in the City unless they have explicit Permission from either The Governor General and/or Ubar of Avian Isle
Panthers Are Permitted to Trade with the City, Citizens, Merchant Row and The Avian Isle Community However, Their Trade must be done at the Trades Docks, or the Trades Gate at the rear Of Avian Isle
Panthers may Barter With Merchants on The Row, However this Must Be requested by a Tribes Elder prior to being given access Permission onto the Row ,and they will need to be allocated a Traders Pass for any and all Trade and Barter Upon Avian Isle, City Port and Its City Limits.
When Trading or Bartering the Maximum of 2 Panthers, permitted only and they Must leave their weapons on their sea vessel, or place in the weapons containment Locker, if they refuse ... this will be seen as Hostile and an act of War , in turn the Panthers in direct conflict will be Captured and at risk of being enslaved or executed ,
Panthers are on the same level as outlaws, they are not slaves and still seen as the Free and can be collard just as any other Free Woman can, because Panthers are “Female they are considered as Free Women, they are To abide by same Laws That Govern a Free Woman's Freedom the Laws she abides by in Order to keep cold hard steel from encompassing her Neck, whilst they are permitted to dress in their Tribal clothing , they are not exempt from other Laws of Avian Isle City Port and the City Limits , if a Panther shows fire, heated anger and aggressiveness towards any Free person for no Just cause , If they displease a Free man , strike a Free in any way for any reason at all , if they act in a slave like manner , eg acting sensual, dancing in public acting in a submissive manner in any way shape or form walking or being naked in public they will be seen as courting the collar , captured and enslaved .
Panthers while on Avian Isle, City Port and the City Limits Will at all-time Keep their weapons sheathed, the only exception is if they are attacked by Raiders while on our lands and need to protect themselves or if a wild animal such as a sleen or Larl attacks them, they at that point may draw a weapon to protect themselves.
Any Panther with an unsheathed weapon or who draws a weapon on any Free or slave On Avian Isle City Port and City Limits (without Justification) will be seen as Hostile and treated as a threat, their action will be seen as an act of war and they will be Killed on sight unless the City has Mercy on them and enslaves them instead …... to a contacted enslavement of Incarceration.
At this present time, Avian Isle only Allows H&S and Primus Low Lag Weapons, This includes weapons Hud /systems) Panthers are only Permitted weapons of the Following during any raid/combat....while on Avian Isle, City Port and the City Limits

Small Blow pipe (for rocks only and may use the smallest of the Kurr blowpipe)
Panthers are permitted wearable Low lag beast for transport and during raid, however they are only permitted either 1 kaiila or one Horse (only if on their Land they have such stock and permit the use of by other when raided/attacked in retaliation and defense if they are not a tribe that has these on their Land and permit others use of said same, then do not use them on Avian Isle, City Port and City Limits
The Preferred Creators for such beasts is AKK, said beasts can be used during a raid however only one to a raid party of 10, bows sheathed when riding a beast and only means of weapon permitted and realistically able to be used while mounted are as follows

The raid ratio for attack on armed Free and warriors is 2-1
The raid ratio for attack on unarmed and slaves is even keel
Panthers are to act as Panthers, No More and No less , unless they are courting a collar

There are also homes of the Non – Combatual that are no combat zone, however if a Panther or any raider attempts to enter without permission, or attempts to attack the resident in there during a raid , they will be captured , even if still on the property or with in the dwelling , these homes are Not safe zones , especially if Ye are in the middle of a raid .
There are no safe zones on Avian Isle , City Port , and the City Limits , The only deemed semi safe zone is the domain which is considered OOC / IC Optional .
